2,506 kids assaulted in Guangdong in 3 years

According to the research of Guangdong government, there were 2,506 girls suffered sexual assault in the past three years in Guangdong province, and about half of them are under the age of 14. 65.74% of the sex offenders including neighbors, friends, colleagues, relatives and teachers are the persons who girls knew. Such as in the rape cases, most of the victims and the offenders' relations are clients, customers or friends. And in children molestation cases, majority offenders are neighbors, relatives and teachers. Among the victims, most of girls under the age of 14 are the students in boarding schools.

Teachers

Xiaohe a girl in her age of 10, she never realized the teacher she and her classmates respect so much is a monster. One day in the teacher's dorm, Xiaohe was raped by Sun Daqiang her teacher, and meanwhile Sun took the video with his mobile phone to threaten the little girl not to tell anyone what beast things he did to her. The poor girl didn't dare to tell other people for a long time.  

The unbelievable outrage of Sun is Xiaohe is not the only kid he assaulted. All victims are the students here and the youngest one is 9 and the oldest girl is still only 11 years old. All the victims are the same, ashamed and scared, they never speak out what they suffered until Sun sent his mobile phone to mend. The repairer found those horrible video and called police.
Neighbors

Xiaohua and Xiaoying are sisters and in their 14 and 12. They are living in a village alone while their parents are working in other place where is so far away from home.

Two years ago, a man crossed the wall and broke into the two girls' house. He raped the two scared and desperate kids. Everyday girls were so afraid that the nightmare would happen again. Because of the threatening of that man they chosen to keep silence.

The nightmare, however, was never ended from silence. By contrary the devastations came after, more and more monsters broke into their house, there were 6 beasts raped them, and the outrages go so far as lasting 2 years.

Finally their parents got information from relatives after 2 years and they called the police. Although the 6 offenders were arrested, the girls will suffer forever as the psychological trauma.

 

Anan is 12-year-old girl who suffered sexual assault and torture. The drastic hurt almost killed her. The offender thrusted a branch into her lower body, beat her and buried her.

 

Problems

Children are so easy to be hurt without the parents' supervision and sexual assault education. Parents, in some families, are working far away from home or working too busy to take good care of kids. Besides the families' negligence, the sex education in school, a controversial issue, still affects the protection behaviors to children.

Not a few schools in China never teach knowledge about sex in class which causes children lack the basic awareness and ability to distinguish of sexual abuse. Even suffered from assaults, many children are still not able to realize what happened to them or what the consequences would be and even don't how to explain to their parents.  

Even worse China has no exclusive law to protect children from sex abuse yet.

No one wants to imagine that it could ever happen to one of our children. Educate yourself on the facts NOW and make sure that your child does not become one of the unfortunate statistics. Child Abuse Protection Laws in US

Child abuse laws exist on the federal, state and local levels. Legislation serves to keep children free from exploitation, harm, and danger.  The Child Abuse Prevention and Treatment Act (CAPTA), passed by the federal government in 1974 and reauthorized in 2010 is the largest body of legislation with regard to the fair, ethical and legal treatment of children and is intended to keep them free from all forms of abuse including physical, sexual, emotional and psychological.

Federal laws provide standards and guidelines; however, most child abuse issues are governed by state laws and regulations. All states have enacted laws for the protection of children from abuse and neglect.  Among the issues addressed in state law are mandatory reporting, responding to child abuse and neglect, and statutes of limitations for criminal and civil prosecution. 

Mandatory Reporting

Mandatory reporter laws establish certain professionals and/or individuals as mandatory reporters.  These laws typically require people who work closely with children in their profession to alert police or the appropriate authorities as to suspected abuse.  As of March 2012, there are also 18 states whose laws require all citizens with knowledge or suspicion of abuse to report it the proper authorities. 

The law also states the penalties for failing to report abuse.  The Administration of Children & Families within the U.S. Department of Health and Human Services maintains the Child Welfare Information Gateway which includes information on mandatory reporting along with specific state laws.  It is always advisable for individuals or professionals seeking information on their state mandatory reporter laws to refer to their state's government website for the specific legislation.

As a result of the increased media attention on child sexual abuse, there are currently 87 bills pending in 29 state legislatures.  It is expected that many laws will be enacted to designate additional professionals as mandated reporters or to require all citizens as mandated reporters.  A complete list of pending bills can be found on the National Conference of State Legislatures.
